Admissions Procedure for Foreign Students

Whether you are a European Union student or are from outside the EU and wish to begin or continue your studies at UMONS, the following sections provide a wide variety of useful information.

 

REGISTRATION

A registration request is introduced according to the procedure defined in the rules and regulations for studies. It is not admissible if the student does not fulfill all the admission requirements for the studies concerned.

The academic authorities can reject a student's registration if their decision is duly motivated and in accordance with the procedure foreseen in the studies regulations.

The student must prove that he meets the requirements to register for studies at UMONS.

In case of fraud at registration, the student immediately loses his status as a normally registered student as well as all the incumbent rights of a full-fledged UMONS student.  The institution keeps the registration fees that have been paid.  The student may not be admitted into any higher education institution for the following five academic years.

ACCESS TO FIRST CYCLE STUDIES

Students who hold one or more of the following credentials may be admitted to first cycle degree programmes:

  • a secondary school certificate issued during or after academic year 1993-1994 by a full-fledged secondary school or continuing education school in the French Community and approved by the commission formed to evaluate the validity of the certificate, as well as holders of the same certificate awarded by the examination board of the French Community during or after 1994
  • 2° a secondary school certificate awarded at the latest in the 1992-1993 school year, in conjunction with a diploma attesting to the student's aptitude for higher education
  • 3° a diploma awarded by a higher education institution within the French Community giving access to an academic degree, or a diploma awarded by a university or a school offering instruction in some area of higher education, in accordance with previous legislation
  • 4° a certificate or degree in higher education, issued by an establishment offering continuing adult education
  • 5° an official record of satistfactory results on an admissions test given by higher education institutions or by an examination board of the French Community of Belgium and whose programmes are decreed by the Government after consultation according to the sector, of the CIUF or the CGHE; this certification opens access to studies in the sectors or fields it indicates
  • 6° study credentials similar to those described above, granted by the Flemish Community, by the German Community, or by the Royal Military School
  • 7° a studies credential from a foreign country that is judged to be comparable by an examination board to those mentioned under 1-4 above in application of a law, a decree, a European directive or an international convention
  • 8° a diploma attesting to the student's aptitude for higher education (DAES) awarded by an examination board of the French Community.

 

Students may not register for first cycle studies if they cannot prove that their proficiency in French is sufficient.  This proof can be provided by:

  • a diploma, title or certificate mentioned in paragraph 1 delivered by the French Community or sanctioning studies including sufficient French language instruction; the Government establishes the minimum requirements that these studies must satisfy
  • 2° successful results on a specific exam organized to this end by one or more higher education institutions, following provisions adopted by the Government
  • an official record of satisfactory results on a higher education admissions test provided for by the Decree of 31 March 2004 and given in the French Community.

 

Universities hold French proficiency tests at least twice per academic year.

Students who wish to register for the Bachelor's Degree in Psychology and Education -  logopedics (orthophony), are subject to the specific measures of the decree of 16 June 2006 of the French Community of Belgium establishing the number of students in certain first cycle study programmes in higher education.
These students are requested to contact the UMONS Registration and Certificates Office.

ACCESS TO SECOND CYCLE STUDIES 

In accordance with the regulations edicted by the Academic authorities, people who hold one or more of the following credentials shall be admitted to studies leading to a Master's Degree:

  • 1° a first cycle degree from within the same curriculum
  • 2° the same second cycle degree, but with another focus
  • 3° an academic degree from a university, under the terms of the academic authorities and under complementary conditions established by the same authorities
  • 4° a full-length academic degree that opens access to these studies under the terms and complementary conditions established by the Government
  • 5° an academic degree similar to those mentioned in the preceding subparagraphs and granted in the same conditions by the Flemish Community, the German Community or by the Royal Military School
  • 6° a foreign degree judged to be comparable to those mentioned under 1-4 above in application of a law, decree, European directive or international convention, in the same conditions.

 

Within the general terms set by the academic authorities, students who hold credentials that do not automatically open access to second cycle studies under the terms of what precedes, can, however be admitted by the studies panel, on the basis of an admissions file, if this credential sanctions first cycle studies and is validated by the studies panel for at least 180 credits.

At the end of the admissions procedure, the student may be required to follow extra courses for a maximum of 60 additional credits.
When the additional workload of such a student exceeds 15 credits, this training constitutes a preparatory year of study. It does not lead to a diploma and is regarded as the last year of a first cycle programme that opens access to the studies concerned.

In accordance with the regulations edicted by the academic authorities, people who hold one or more of the following credentials shall be admitted to studies leading to a Advanced Master's Degree:

  • 1° a Master's Degree in the same field obtained at the term of second cycle studies giving rise to 120 credits at least
  • 2° another Master's Degree, by virtue of a decision by the academic authorities, on the additional requirements that it sets and after obtaining the reasoned opinion of the studies committee
  • 3° credentials similar to those mentioned in the preceding subparagraphs and granted in the same conditions by the Flemish Community, the German Community or by the Royal Military School
  • 4° in the same conditions, foreign academic credentials recognised equivalent to those aforementioned by virtue of a statute, decree, European directive or international convention
  • 5° a foreign title or degree obtained after second cycle studies and validated for at least 300 credits by the studies committee, in the same conditions.

 

Students who wish to register for AESS studies as ordered by the Decree of 8 February 2001 defining the initial training of secondary school teachers must prove they have sufficient profiency in the French language.
This proof can be provided by:

  • a diploma, title or certificate mentioned in paragraph 1 delivered by the French Community or sanctioning studies including sufficient French language instruction; the Government establishes the minimum requirements that these studies must satisfy
  • 2° successful results on a specific exam organized to this end by one or more higher education institutions, following provisions adopted by the Government
  • an official record of satisfactory results on a higher education admissions test provided for by the Decree of 31 March 2004 and given in the French Community.

 

Universities hold French proficiency tests at least twice per academic year.

ACCESS TO THIRD CYCLE STUDIES

Students who hold one of the following qualifications may register for third cycle studies:

  • 1° a research-oriented Master’s Degree in the same field
  • another Master’s Degree awarded after second cycle studies of at least 120 credits or an Advanced Master’s Degree, by virtue of a decision by the academic authorities according to the extra requirements that it sets and after obtaining the reasoned opinion of the studies committee
  • a degree, title, or certificate similar to those mentioned above and granted in the same conditions by the Flemish Community, the German Community or the Royal Military College
  • in the same conditions, a foreign degree, title or certificate recognised equivalent to those aforementioned in 1° and 2° in application of this decree, a European directive or international convention
  • a foreign title or degree sanctioning second cycle studies and validated for at least 300 credits by the studies committee, in the same conditions.
  • 6° other studies or professional training that is open only to holders of at least a second cycle degree
  • 7° an additional 2nd cycle year offered in the French Community in accordance with 2° and accounting for 60 credits of training established by the studies committee or examination board.

On the conditions set by the academic authorities, students having fruitfully completed one year of doctoral training also have access to the studies and work related to a doctoral dissertation.

 

DEFINITIONS AND GENERAL CONCEPTS

For UMONS, the following definitions are to be taken into account:

=> (Academic) degree: Title corresponding to the level attained within a degree programme recognised by the Decree of 31 March 2004 and certified by a degree.

=> Accreditation for prior experiential learning: Process of evaluation and recognition of knowledge and skills of a candidate for admission to a degree programme.

=> Admission: Process verifying whether a student fulfils the requirements to undertake a particular cycle of studies.  Admission is made official by the student’s effective registration for courses.

=> Advanced Master’s Degree: Level-7 second cycle academic degree corresponding to a specific professional qualification and awarded upon completion of at least 60 credits after initial training of at least 300 credits certified by a Master’s Degree.

=> Bachelor: First cycle academic degree awarded upon completion of at least 180 credits.

=> Certificate: Document attesting to the successful completion of a training programme and the awarding of corresponding credits, without conferring an academic degree.

=> Credit: Unit of measure corresponding to the time spent by the student on learning activities in a given discipline within a study programme.  Credits are awarded to the student after favourable assessment of the skills and knowledge acquired.

=> Cycle: A series of years of study leading to an academic degree.  Higher education is divided into three study cycles.

=> Dean: The highest academic authority at the level of the Faculties (Dean-Presidents), the Director of the Institute of Language Sciences and the President of the Institute of Humanities and Social Sciences

=> Degree programme: Studies leading up to a specific academic degree.  A degree programme can extend over one or more study cycles.

=> Diploma: Document attesting to the successful completion of studies and the academic degree conferred upon completion of these studies.

=> Equivalency: Process (in conformity with the law of 19 March 1971 related to the equivalence of foreign diplomas, degrees, and certificates) intended to assimilate a student’s competence and knowledge, certified by one or more credentials, to those required at the end of a degree programme in our higher education institutions.  This equivalency is certified by a notification of equivalency delivered by the appropriate authorities.

=> Faculty: The Faculties (colleges), the Institute of Language Sciences, the Institute of Humanities and Social Sciences.

=> Field of study: Branch of knowledge corresponding to one or more study programmes, called a category in the statute of 5 August 1995 regulating the general organisation of higher education and vocational schools.

=> Higher education: Level of education referred to in the statute of 31 March 2004.

=> Higher education institution: Institution offering a study programme recognised by the Decree of 31 March 2004.  Depending upon the sector of study for which these institutions are recognised: a university, a vocational school, a school for the arts, an architectural institute or a university academy.

=> Master’s Degree: Second cycle academic degree delivered by a university or other higher education institution in accordance with the statute of 31 March 2004 or previous legal provisions and awarded upon completion of at least 60 credits after an initial training cycle of at least 180 credits.

=> Programme of study: The entirety of learning activities that constitute studies; the programme specifies the timely organisation into years of study and corresponding credits.

=> Decree of 31 March 2004: Statute of 31 March 2004 defining higher education, favouring its integration into the European network of higher education, and refinancing universities.

AMOUNTS OF ADDITIONAL REGISTRATION FEES 

At registration, all students must pay regular registration fees.  For information, in 2011-2012 the fees are 835 EUR. The amount fees is established by the authorities of the French Community of Belgium.

If you are admitted to UMONS, you may not be a “financeable student” (students for whom the University receives subsidies from the French Community). This is why you will be required to pay additional registration fees, which are nonetheless far lower than the actual cost of a year of studies.  These additional registration fees amount to:
